This sounds pretty informal.  Have you actually made a "certificate of singlehood" this way or were you told you could do this?  I know it is for getting married in Colombia.  I didn't mention it in my original post, but I am getting married in February and this is for my spousal visa.  But the checklist I got that lists all the documents I need talks about getting this document from the dept of vital statistics in the county I was born.

This sounds like the language used when getting a marriage visa to travel to Colombia or what the Colombian notary requires.  Anyway, have two friends sign a document indicating that they have known you for more than 10 years and know you to be single.  Write it in Spanish, have it notarized and apostilled by your Secratary of State where you live.  This should do the trick.

Actually the checklist asked for both a certificate of singlehood and letters from two friends.  It stated that probably one or the other would be fine.  The problem is I don't have two friends that I have known for ten years that I still keep in contact with.  So that is why I thought the certificate of singlehood might be better.  What exactly is "apostilled"?

If you have a document which you want legalized for use in another Convention country, the Convention certification called an "apostille" must be affixed to the document by a competent authority. The apostille is a pre-printed form prescribed by the Convention. The convention abolishes the requirement of diplomatic and consular legalization for public documents originating in one Convention country and intended for use in another.
