Go with all Colombian Girls, you will have a lot more fun. with TLC you do much to fast. You don't have time to injoy the small things in Cali. I know one guy that got engaged and in love with a girl he meet on a TLC tour. He only got to know her for 3 days and now is getting her INS papers fixed and is spending lots of money on her. I personaly know her, she's a Tramp. To bad he will find out after she is in the U.S. You need time to get to know them.

not that any of my business, but I was this friend of yours, I would want to know that the girl I am about to share everything with is a Tramp.  

He might not like you very much for telling him but he will appreciate it in the long run.  Especially if she is the type to run around with other men or leave him once she arrives in the US.

I do not believe TLC has a home base in Cali or the other cities where it throws its  mixer parties. TLC comes in a few weeks before, organize the events at the hotel  (mixer parties) and then there outta there. They charge plenty for these parties as well. With Colombian girls or other agencies,  you can get a weeks membership for a fraction of what TLC is charging for their 2 or 3 parties.
