I am getting ready to marry a girl in Barranquilla and I need to
ask several questions about the Notary process in Barranquilla. If
The Notary we went to see told us after we give them all the
paperwork it would take 10 days to marry. If I send the papers
down there eary can she make the date and start the ten day
process? Or do I have to be there with her too?

I had to physically be in Colombia 4 or 5 days before my civil marriage in Cali.  You may be able to send the papers ahead of time however.  Really you shouldn't rely on third person information, your best source is the notary himself.
