Key words are "first introduced" and "some incoming US passengers" I am not sure that it is still taking this long or if it affected every US passenger coming in. It could be your typical media sensationalism. But I have haven't been down there in a couple of months so I don't know. I will admit that a 9 hour wait at the airport would begin to chip away even my goodwill towards men.....
