Barranquilla and Cartegena are coastal cities. Most people, including a Colombian I met 2 weeks ago, think Cartegena is the most beautiful city in Colombia.
Cartegena was the only place in Colombia that the Secret Service felt was safe enough to send President Clinton a few years ago, partly because they could park the US Navy off the coast there. But anyplace in Colombia can be dangerous, and anyplace can be safe. Ex-boyfriends can be a bigger worry than rebels, as my personal experience proves.
Most men think the women in Cali are the most beautiful. After having seen the women in Cali I would have to say "be-da-be-da-be-da-be-da-be-da-be-da" (that's supposed to be the sound of me babbling like a dumb-struck gringo in Chipichapi Mall).
Most men think there are more players or green-card sharks in Cali. There probably are, just because there are probably more girls in agencies per capita in Cali than in any other city in the Western Hemisphere.
Still, my ex-wife was a green-card shark and I met her in Bogota. She is also as beautiful (to me) as any woman I have ever seen. Bogota again. My current wife looks a lot like my ex-wife. Hence, another beauty. She's from Cali. There are lots of beautiful women everywhere in Colombia. But Cali and Bogota are the marriage agency leaders.
The best time of year to go is anytime, except when air fares are high, like at Christmas. Colombia has no seasons as we know it here, because it is located at the Equator. One other thing to consider is Bogota is very high in the mountains. I run 3 times a week, but when I laid down to sleep in Bogota I could feel a shortness of breath there. There are also a lot more drunken idiots who sing in the streets at night in Bogota. Give me Cali.
