Is a single, never married woman allowed to take her infant out of colombia without the permission of the father? She has a visa. The child does not. She wants to move to LA and live with her sister and brother- in -law and start a new life for herself.
  Can the father of the child squash those plans permanently?

This has been extensively posted on in the past,check the archives.I have posted alot myself,as this has been a big $ and hassle issue for me.El Diablo is right but if the father is agreeable you don't need an attorney.And again the issue is is the father on the birth certificate.

Yes, he can.  DAS which is the Colombian INS requires the permission of the father listed on child's birth certificate.    There are some exceptions to this general rule but each exception requires legal action.  I would recommend that she speak to a lawyer who is familiar with this type of issue.
