"We" meaning Nelcy and I, and the scores of family and friends here and in Colombia. I arrived May 19, and we were married by a notary on May 21. We turned in our paperwork at the embassy on May 22. It only took 30 minutes, 5 of which were spent with Nelcy yukking it up with the embassy official. On May 27 we were married in a traditional Christian ceremony with a reception that followed with about 50 in attendance including my Father, brother and sister.
We spent the next three days in Cartagena which was really nice, and we returned the embassy on June 4 where Nelcy received her visa. Since she has some personal business to attend to in Colombia we got her a ticket for June 29.
All of the goals were met though (appoximately 14 days from arrival time to visa in hand). A guy from the board called me at "our home" in Cali (sorry I screwed up the Colombia call-waiting and lost the connection!) to get the secret scoop. There is no secret other than being in love AND detailed preparation. The embassy official laughed when she saw all the 3-ring binders, cover pages, page protecters, and page tabs, and told Nelcy it was one of the better applications she had seen.
