2nd We went to the Department of Health 1st floor to start the process for getting the marriage license, going to the infamous seminar and go through the 10 day wait.  Nope, sorry the notarized papers signed my Marcel’s parents giving her permission to marry coz she is under 21 is no good.  The papers have to be signed by her Dad in Lano Del Norte in the civil registrar’s office and must have the registrars seal and stamp on it.  On an interesting note, Maricel’s Mom was in Cebu but only her Dad’s signature counted for permission to marry.  Oh well, Maricel is back to Mindanao on the ferry to see Dad again.  Meanwhile while Maricel was doing that I was busy practicing on the motorcycle.  Ok back to the Dept. of Health, this time it’s ok.  We pay something and go to another room and pay some more.  We are lucky there is a seminar next day.  Great, but wait, you can’t go to the seminar unless you take a multiple test with questions on relationship and marriage.  Ok, we have to go on the other side of town in a hard to get at high school and take da test.  Nice motorbike ride and only got lost once.  This test is very easy and seems like a no brainer questions I think it was all set up to make it difficult to get a license.  If you are Protestant and your wife is Catholic a. All your children will be Catholic b. All your children will be protestant c. one will be Catholic the other Protestant c. whatever you agreed before the marriage.
Back to the Dept. of Health and now we get our appointment for the seminar.  With all this everyone had lots of smiles in each department and they would boast of how difficult it was to marry in the Philippines.
We were as expected solicited by agents who worked for judges that could arrange for us not having to go to the seminar and having to wait the 10 days for a fee for 10,000 peso which we declined.    To be continued: page 4
