Well, there is no question RF enegry above 1 Gig can be harmful in sufficent power but to say it's "accumulative" is a bit off the mark. Did you mean to say the damage is accumulative? Are you suggesting there is a specific dose? I'm not aware of one if there is. It's my undertsanding the jury about cell phone emissions is still out. My personal belief is that the power levels are too low to worry about.
Cesium is accumulated in the body chemically as the body can't distinguish it from (as I recall) calcium. RF is energy and as such can't be accumulated in the same sense. One can't equate RF energy with ionizing radiation emitted by an absorbed radionuclide, the wavelengths are vastly different. There is none of the particle based energy associated with Alpha and Beta and the wavelength is far to long to produce Gamma.
That's my take on it. I'm not a real wiz on this stuff though, I'm still trying to fathom the duality of light as both particle and wave 
As for Chornobyl, all I'll say is the scientific truth is out there and this definately isn't it. I'm sure it makes for good TV though...
