There are still several holes in your story that you are telling and, of course, you have no obligation to 'tell all.'
Let me summarize:
1) It is very hard to get these visas. Yes, some have noted that they know of several ladies who have gotten them, but it is still 'relatively' rare.
2) You say you have seen a copy of visa, but are you sure you know what these look like. Are you really sure of her correct name, did you see the actual dates of the allowed time in USA, etc.
3) You say she has a business visa, and she got it to attend a Congress meet. What the helsinki is a Congress meet? But more importantly, if she got a business visa, and will be coming on official business, then why does the issue of where the money for flight ticket will come from even arise in the first place. It's a Business Trip for her employer . . . isn't it?
4) So who is her employer, what is her education level, what is her position in this firm and how long has she been there? Answers to these would help you decide whether it is likely or not that she actually could get a business visa.
5) How are you going to handle the issue of her actually having to attend a business meeting? Where will that be relative to where you live? And where will money come from for the 'in state' flights in USA between your home and the business meeting locations?
6) I am guessing that at some point, you might cave in and send her the cash money. If she really is very clever, and a good scammer, she suspects that you will do that very thing if she offers to pay up front and does the guilt trip on you.
