WA. state's new law

in washington state their is a new law just passed march 14.
i don't know what date it will be in force but i wonder how they
can ever actually enforce this.
- foreign ladies must be able to have a police report
on any washington state resident before he
can buy any contact information for that lady -
i can see what they try to do with this law.. but it
requires this report too soon.. it is crazy
i still do not know enough about it to be more complete here.
i will look for more information on it.
