Letter Writing

What is the best way to obtain an address and more importantly write and deliver the letter in a way that she will get the letter in an acceptable time frame.  I know this has been talked about before, but I have not seen it for a while and there has to be some knew wrinkles that you experts out there might be willing to share.

I sent my wife Ohio driving rules and regs via the U.S. priority mail to Moscow and she got it in 2 weeks and the cost was 5 or 6 bucks I think. As for finding girls to write to try running newspaper ads over there. ( where ever there is? )some are free and some are cheap, or you could spend a lot if you want to get extravagant with photos of yourself and so on.
