I have participated on boards of all sorts. Some that openly display all IP and available identifying information - and others that display (and collect) none.
The fact is, a determined troll is going to defeat most software blocks - and it remains up to the moderator to perform the necessary cleansing of the board.
Patrick does a fine job here. I suspect he built the registration and identification processes almost as a matter of self-defense. With so many attacks from so many different angles, he was forced to implement some mechanisms to help him identify and then rid the board of the malcontents.
It is only my opinion, but I don't think you will find a more balanced and well-managed board on the net - at least not one that deals with so controversial a topic.
