My question is how cold does it get and when is the worst time to visit. Thanks

It's minus 15 degrees C most of the time and now is not a good time to visit.  Try spring in April and May.  Kiev is great in the spring and summer.

air conditioning is not prevelant over there.  I thought you might like to know just in case your like me and melt in the summer heat. ( Kiev does have a wonderful water park on the banks of the Dnieper river.)

Personally, I'd rather pack my long johns and go in winter! Oh, I forgot, I got rid of my long johns when I moved to Florida!  I found it easier to adjust to the cold in Wisconsin than the heat in Florida.

Funny thing.....
My wife from Odessa, Ukraine hates cold weather.
She loves Texas !
