Why is everbodys so uptight when it comes to visas taking so long? If you ever visit ANYWHERE in the world, service is slow, IMO (except Japan). I have seen snails crawl faster that INS works, what's the big deal?

Now that I have your attention, I will be in Manila in September, what is the best hotel, OUTSIDE, of town. I would appreciate reccomendations.
