See you didn't get any response to your query back on 10/4 about Bucaramanga. A couple of agencies:

Check the Latina agency section for Amigos International they have a least one "book" of ladies from there and also offer tours there.
Also check SOTB (South of the Border).

There is also a guy who posts here-- Michael B who has a lady in the Bucaramanga area.

My impression was that Bucamaranga was not that safe...my wife, while not saying it's dangerous, says it's definately got more guerilla than the coastal cities, ie BQ & Cartagena...My wife even tells is not sure if she wants to take me to Santa Marta...but we may go when we are down there for new year's....Mike

Hey Guys,  thanks for getting back to me.   Yes, you are correct that it may not be all that safe.   Keeping inside the city from what I have heard is not too bad but the ride from the airport to the city is long and through "hostile" territory.  I have been fortunate to have been able to talk with some local friends who have Colombian wives, they have encouraged me to go to Colombia but they have strongly discouraged me in going to Bucaramanga.   They suggest BQ, Cali, Bog, Cart, and Medellin.   For me, being that it is only my second visit, have light eyes, hair, skin, and not fluent in Spanish I am not really in the mood for target practice... thanks again, my flight leaves soon, I will keep you posted!
