Another thing about the federal government is that there is not much in the way of cooperation or information sharing among the agencies. Hence, your wife is getting finger-printed by every agency she is having to do business with.
You would think that there is some kind of central finger-print data base in the federal government, shared by all federal agencies. Apparently, there isn't.
I got finger-printed when I joined the Army. I got finger-printed each time when I went to work for two other federal agencies.
