Jeff S now moderator

I deleted the posts about Jeff becoming moderator in order to test the scripts he'll be using.  He's now handling deletions of flame wars and off-topic posts before they get archived.  He also has the ability to ban or un ban any user from the Asian forum.  In time I may add a new script to allow moderators to authorize new accounts, but that's a lot of work and I'm not sure when I'll get around to it.

Best of luck Jeff.  Put on your flak jacket and get ready!  Thanks for volunteering.
