Is it normal for Filipino people to have multiple middle names or multiple last names?  There's this girl and I'll refer to her as Rowena Mae L. Raualan, a name that I made up.  Sometimes she refers to herself as Rowena L. and other times she refers to herself as Rowena R.  Does she have two last names here?  If she's single, why would this be the case.  Or does she have two middle names and there's something I don't understand?  Or what is going on here?

It's not really that she has two middle names. Here in philippines we always put our mother's maiden name (which we call our middle initial) every after our own name. So if a girl has a name like" CHRISTINE MAY" and her mom's maiden name is ROXAS, and her dad's family name is SINGSON, then she'll be CHRISTINE MAY R.( OR ROXAS ) SINGSON. But if her name is only "CHRISTINE" then she's CHRISTINE ROXAS SINGSON.

Although maybe not common, nor is it uncommon for a girl to have multiple names.

In the Philippines a persons middle name generally automatically become the maternal families name. For instance, if the girls mother's last name was originally Gomez, her middle name would be Gomez. That being said many families attach another middle name to the girl, making her name something like Maria Christine Gomez Locson, or whatever.

And, no, it's not 'normal' to use different surnames.
