After reading the various posts on this subject and since I am going there next month, I e-mailed the Ukrainian Embassy and received the following reply:

My e-mail to the Embassy:
I am planning to visit Ukraine in late September for about two
weeks to visit my wife's family.  I have not visited Ukraine in two years.   Under the recent decree by President Yushenko, am I required to obtain a visa for this visit?  I am not sure what the language "in transit" means in the President's visa decree. Thank you for your assistance.

Embassy Response:
if your stay in Ukraine doesnt exceed  90 days during 6 months period, visa is not requied

That's good to hear. I guess I can save $110 or whatever. & not hassle with the uKe embassy.
