Ease of getting tourist visa for Vietnamese

Dear all,

How likely is it that a Vietnamese women would get a tourist visa?  The one I have in mind is 35, has had a steady professional job for many years, owns several houses and supports her mother and siblings.

It would appear that it is not easy.
My wife's cousin was recently refused a visa.
She is married with 3 children and owns a business (restaurant) and a house. She was being sponsored by a friend in the USA.

Similarly another friend was recently refused a visa.
She is a school teacher who owns a house, but was being sponsored by a single man. We didn't hold much hope, and weren't surprised when she was rejected.
