After you set your keyboard to Russian, you should be able to type in Russian font in any Windows application - including Outlook, if you use it for sending your e-mails.
Same applies, I would imagine, for Hotmail or Yahoo.
As far as the Cyrillic keyboard layout is concerned, you can get a printout from www.russialink.org.uk/keyboard/keyboard.htm - for example.
I am not sure if it answered your questions. As I understood it you were not looking for the English-Russian translation sites (like Prompt or Paralink). I would still suggest to use those programs for an initial translation, then edit it yourself using your keyboard (in Russian setting). It saves a lot of time especially when you write long letters.
