Is anyone familiar with this CFO process
(Counsellling for Filipinos Overseas)?

Only that my wife attended one in Cebu.  She applied for a passport and they told her she has to have the CFO  before they can process the passport paperwork at a cost of 1100 peso.  I took the receipt for the CFO by mistake when I came back to the USA.  It is the passport information papers.  On them the CFO scribbles a number and then most travel agencies will process the passport with her NBI police clearance, NSO birth certificate, marriage license and some say voter’s reg card.  Passport picture too of course.  I ask her about the seminar and she wasn't impressed by it.  She sat with me for a whole day seminar for the marriage license.  Most I have talked to get their passports in Manila and it takes about 3 days.  I guess the travel agent sends it to Manila that is why it takes a few weeks to get it back.  That all I know

CFO = “Commission” on Filipinos Overseas. Philippine law requires Filipinos who are emigrating overseas to attend an orientation seminar.

Fiancées and spouses of foreign nationals must also attend a guidance and counseling program. The passport office usually requires completion of the program before they issue a passport. After they receive their visa, they must return to the CFO office to register and get a sticker in their passport. They aren’t allowed to leave the country without it. The counseling program takes a few hours and is offered on a walk-in basis. It can be completed in manila or Cebu.

This really chaps my hide. I'm trying to book her flight and she has her visa, but EVA air will not issue a ticket for her until she has that CFO sticker on her passport. So now she has to travel all the way back to Manila just to get that freakin sticker. Is there another alternative? Is it something we can do on the way to NAIA? HELP!

I've never heard of that before where they wouldn't issue a ticket without the CFO sticker. In the past, I always thought it was the Philippine Immigration folks who checked for the CFO sticker at the airport before you could board the flight.

Maybe you could try another airline? Or maybe she could pick up the ticket at the check-in counter in Manila? Is she flying out of Manila or Cebu?

It shouldn't take very long to register and get the sticker, IF it's not lunchtime and IF it's not a holiday. I wouldn't recommend trying to get it at the very last minute and then try to fight the traffic all the way to the airport. Call ahead to the CFO and make sure they will be there.

We're flying out of Manila. Yeah, it sounds funny that they would be asking about that before issuing the ticket. I will just have them reserve it and pick it up at the airport like you said. We will get her stamp when I arrive on our way to Mindanao... she will just fly in to Manila and meet me there and we will do it then. Thanks.

Hi Ray,

I haven't heard of an airline not issuing a ticket without the CFO sticker either. I have heard of them trying to force the lady to buy a round-trip ticket.
