I don't know about your area, but down here the easiest way to get a passport changed, or for any other consular services, is through a local travel agent. There are several Filipino travel agents in San Diego who specialize in Philippine consular services. For about a $25-$40 fee, they will take your application and passport to the consulate for you and handle everything. They have all the application forms and will help you fill them out also. Check around your area or look for ads in the Filipino newspapers.
Otherwise, check the San Francisco consulate's Web site for instructions on how to mail in your application. She will need to register the marriage and apply for the passport change.
