Dan, I know your the telephone man or CIA man.  But what kind of wireless set up do they have in Ukraine (Kiev).

I'm to cheap to get my friend a laptop, but the handheld devices with wireless are now getting cost effective.  For possible communicating with, plus not tying up her folks home phone system.

Does Kiev have SMS or whatever ?

My girl says KyivStar is the least expensive right now.  Her and my interpreter had no problem sending SMS.

Look around and you can find reviews on PDAs and cell phones.  It also has information on using cell phones overseas.  Samsung has some interesting new PDA cell phones but the PDAs from Handspring also have cell phone capability as you know.

They have pretty good rates - and they *do* have SMS. They used to have a website in English on the 'net, but it looks like they may be having some problems after the disagreements with their Korean partners.

If not Wellcom, you can try KyivStar or UMC. Both have SMS capabilities and are getting a LOT cheaper and more competitive these days. Handset should run you about $100 - and the monthly service - like here - varies according to your usage plan and coverage area.

I don't know which, if any, network operators are supporting wireless PDA's at the moment in Ukraine.
