Well haven't been here for awhile.

Kept e-mailing with a young woman in the Ukraine for a few months. The summer came, the Econemy got hit, I got Laid off, twice and I explained to her that I would not be able to visit anytime in the near future. I also explained if she was really concerned with finding a Husband and wanted to try and meet or have a relationship with someone else, I completely understand, but I would still like to stay in contact as friends and who knows what the future might bring.

Anyway, never heard from her again.

So, I get an e-mail from an ad I put on Yahoo. This woman goes on to tell me her age, what she studies and looks for and such.

I send my usual test e-mail, which asks a bunch for questions to see if it's a realy person or an auto-responder.

I get a response to all my questions, then in her 3rd e-mail, she only answers one of my questions and proceeds to go into

This...

"Mostly forgot, may be I'll not be able to speak with
you through Internet for some months, but If you only
know how I want to. The problem is that I don't have
my own computer and Internet connection, so I have
rent a computer and use a provider, but in our country
it's very expensive. I have to pay them for each
letter that comes from you and that I send you.
Internet in our country is very new thing and every
one who has it try to use it with his own rules. It's
very shame for me, I have to be honest with you,but my
money comes to an end. Please only say if you can help
me with money for our correspondance.
Hope to have another letter from you. Ill be waiting
it very much."

Ok, so there are a few posibilities...

1) It's a scam.

2) She is legit, but just didn't handle it very tactfully.

Now, before people flip out, I'm not saying every girl is a scam, or that 100% this is. I'm just saying as with anything else in life (crossing a street, buying a drink, meeting a woman in a local bar, etc.. etc..) be careful and there are plenty of legit woman out there looking for someone, it's a shame that the "scammers" ruin it for the good people.

Classic scam although a bit dated. Usually the women hints at the expense and hopes you will catch on and offer to pay. This way it doesn't seem like she's asking for money. (A more experienced scammer tactic) Bottom line, NO SELF RESPECTING UKRAINIAN OR RUSSIAN WOMEN WOULD ASK FOR MONEY PERIOD. Let it go.

I agree with KenB wholeheartedly.  No RW worth her salt would ask for money.  I can remember getting scolded by my wife when I OFFERRED to pay for her correspondence during our courtship.  Later, I found out she had spent several hundred dollars on our correspondence, but she never asked for money.  I think Sean is being set up.

What if the girl is in school and really has no other money?  What is one to do to make sure she gets her International Passport, visa pictures etc.?

By the time your at the passport visa level you have hopefully already met the girl and decided to bring her home with you.  At that point advancing expenses is appropriate because a relationship has been established.  At the correspondence level, however, caution is the word.
