I would fly from ATL to MIA then connect to CLO. Both Avianca and American offer RT for $348 plus taxes. Call Avianca's 800 number because they often have specials for around $300USD. That shouldbring the cost to around $500 plus taxes. http://www.avianca.us/default.asp?chapter=2 1-800 284 2622 I also understand from friends that Avianca has a deal with Western Union that allows you to pay for the ticket made through the 800 number then pickit up at the Avianca desk at the airort.
