I will be in Cali for December. I want to join several agencies but not stay with them. I just want short term memberships.

What is the best way to negotiate the lowest cost memberships. Should I wait until I get there? Should I send emails to the owners from the States before I leave? What do I tell them to get the lowest price?

 The best way or the only way to get the best deal on anything is to offer them less and see if they go for it.
Most of the agencies prices are at rock bottom prices anyway. I think Ricardo of All Colombian Girls charges $250 for a year or 50,000 peso to meet each women you are interested in. One good thing about this approach is you don't pay if they don't show up. Places like Latin Encounters to my knowledge will not negotiate a lower price or a per date rate. It is pretty much take it or leave it and the price I paid was $395 for a year membership. I have tipped the agencies money from time to time to meet women the women faster. Sometimes the best looking women are not that easy to get a hold of. If you offer them a tip of say 50,000 up to 100,000 pesos they will keep calling the womens house 24 - 7 until they get a hold of her and get her in the office so you can meet her faster. You are going to realize your time is much more valuabe than a few extra bucks in your pocket when you are in Cali.

Besides you have the potential of saving a lot more money getting a good rate on airfare or your hotel than trying to knock a few bucks off the agency fee.

50.000 peso = 25 dollars ,100.000 pessos= 50 dollars.

That's true we work with a few girls not in calli, but you have to call them up, just sending a email is not enough.
I think sending flowers, now that gets their attention.
It's not something you'd do in the States but in Colombia it's a good way to get the ball rolling.

Agreed, you should never pay an agency from the US. Instead always be a "walk-in" and negotiate on site.
