In reply to your questions. When I was married last year in Ukraine. I had to have my local county, certify my divorce decree. Then my home state had to certify the same. Then I had to have the State Dept of America, also certify my decree. The I took this decree to the Ukrainian embassy in Chicago, and had them certify it ( $70 and they sealed package). Then had the American embassy in Kiev, certify it. Then had the whole bundle, translated into the Ukrainian language, in Kiev. Then went to the state dept of Ukraine in Kiev ( I believe that was the dept.) and had them check it, and pay a fee. Then went to local Zags office in wife's hometown, and they checked it and then they sent me to the capital of their county to certify it again. Then we could marry.                            
When you send documents to the different goverment offices, send them thru Fed Ex or other carrier, so they have your ID of who sent the package to them. Do not use post office.

I just sent it yesterday to the Sec of State in Washington. I already have my county stamp if I get the Sec of State (US) do I STILL need the State of Texas?! Man that is ridiculous crap!
