Title: Travel to Ukraine without Green Card

Hello, I am planning on a trip to Ukraine with my Ukrainian wife in August.
She does not have a "Permanent Resident" card yet (Green Card).  A travel
agency told us that Ukrainian officials will not allow her to board the
flight back to U.S. even if she has an authorization from the INS for
travel (Advanced Parole) prior to obtaining the Permanent Resident status.  Is this true?
Also, has anyone heard of Scope travel?

Advanced Parole is the document that allows your wife to re-enter the USA. Ukrainian authorities have no justification (at least - no *legitimate* justification) to refuse her the opportunity to leave Ukraine bound for America. There are people on this board who have had their wives travel to Ukraine on Advanced Parole without major incident. The information you were given is inaccurate.

As for Scope Travel, when I first started traveling to Ukraine in the mid-90's, I used them several times to process visas for me. They are fast and efficient - though a bit pricey. I have not used them in the past several years - once I decided to process the visas myself - but I continue to recommend them to anyone wishing to travel to Ukraine.

There might be a problem because she does not have the "permission stamp" in your Ukrainian passport.  This subject has been written on in the archives at length.  What I suggest you do is enter Ukraine through Warsaw or Moscow (i.e., don't have a flight from Kiev to Frankfurt, e.g.) and depart through those former Soviet bloc countries as well.  She can pass into those countries with her Ukrainian passport without any problems.

In her passport. That is what the Ukrainian authorities 'key' on to identify Ukrainian citizens that are now living in the USA permanently. Since she does NOT have this stamp, I don't think there is a problem at all. My suspicion is the travel agent fed this guy a line to try to up-sell some tickets.
