Can anyone please help me? This past Saturday, my wife (Russian) received a phone call from her mother. My mother-in-law is very concerned about a letter she received stating that she had to appear in Moscow (Mom lives in the Moscow Region) as a witness. The letter was very vague and was not very specific, however it did mention Article 73 of the Russian Federal Law. Article 73 states the following: "Outside of the jurisdiction of the Russian Federation and the powers of the Russian Federation within the joint jurisdiction of the Russian Federation and the subjects of the R.F., the subjects of the Russian Federation shall exercise the entire spectrum of state power."  Sorry for all the legaleese, but my wife and her daughter came here (USA) in August 2000 on K-1 and K-2 respectively. Adjustment of Status and Green Cards came this year. Could this correspondence to my mother-in-law have anything to do with my wife. Mom is afraid to go into Moscow for this meeting. Has anyone ever had this sort of thing happen? Any assistance is greatly appreciated. Thanks!

Any one in Russia can be summoned to give Testimony or act as a member of jury. Trial by Jury is now effective in Russia and courtroom cases are more American like with cross examination of witnesses by defense lawyers etc. I doubt this has anything to do with your wife. However since Russian legal system is not known for speed,if your mother in law decides to give evidence she could be stuck there for months or years.

Article 73.

Outside of the jurisdiction of the Russian Federation and the powers of the Russian Federation on issues within the joint jurisdiction of the Russian Federation and the subjects of the Russian Federation, the subjects of the Russian Federation shall exercise the entire spectrum of state power.

Does that mean something like "Powers not delegated to the Russian Federation are reserved to the people." ?  

Note the use of "subjects" in place of "people" or "citizens".  Was that simply an ambiguity of translation?

basically means that on issues not covered by federal laws, local laws shall be applied. Subjects are the states,provinces etc that make up the Russian Federation.

You might want to try posting the question at the RWA forum. There are far more native Russians posting at that board and there may be a better chance for getting the correct answer.
