When PROMT freezes up on me, I go back up a few levels, and request the Russian language version of the site, then I choose English-to-Russian (Angliski-Paruski) conversion, and it works fine. If you remember which choices are which from the English page, then you can operate the Russian page. Perhaps there is just too much traffic going after the English version. I don't know, but the work-around works for me, every time. As of 3:15pm, it's working fine for me. I know sometimes it's down for a period of time sometimes, but I'm not sure if anybody would actually be able to tell you when it'll be operational again. Also, I find that it works better with Internet Explorer, and not as well with Netscape.
