About a week to 10 days after getting your Notice of Approval, you should contact the consulate about opening a provisional file if they have not already done so.  It seems to take about that long for the INS to get around to faxing them their approval notice.  Be sure to have your NOA ready so you can give detailed info such as case number, alien registration number, and full legal name of your fiance as it appears on your official documentation.

Do you have calling cards or dial-around numbers for calling Vietnam?  No need spending beau coup $$$ for an overseas call just to be put on hold for an hour.  If you can find the consulate's e-mail address, you can contact them that way, but again don't expect a fast turn-around.
