I don't know if there is a consensus.It depends on you,what you are looking for,how much time you have,how much money you want to spend.Each agency has its pros and cons.Let me list the things that have been said without saying if they are necessarily true.
1.Latin Encounters.The biggest agency with the most girls.And probably the widest variety of girls in terms of age ect.A new house with several rooms with baths at good prices.Margareth is personally involved and knows most of the girls,can give you lots of imformation.The knocks,she is too involved,will steer you or the girls too much.The staff has a so so reputation of late of setting up appointments.She has a reputation of inflexibility in price,although her prices are mid range.
2.All Colombian girls.Ricardo has a lessor number of girls than Latin encounters.They tend to be younger.At a recent party I told him Ricardo,your girls are so young.He says so what is the problem?Well it if you are my age you won't find what you are looking for probably.But not a problem for most guys who are looking for 25 and under,and quite a few 25-28,gets thin after that.His staff has a good reputation.He will deal on price.If you only want to meet 4 girls he will charge accordingly.And he will let you look at his books free.
3.Latin Best. Who knows whats going on here?Luz Amparo,the owner for years left town and somebody else is running it.The web site is way out of date,some girls are listed 2 or 3 years younger than they are now.One not good report on them in months.
4.Latin Internet. A big agency with a big nice house,good place to stay,but we hear little about them.Big web site,lots of girls,don't know if its current.Might be a good place but nobody is saying anything.
5.Cali Vip,the new agency in the mansion Latin Love had several years ago.Not lots of girls but lots of good looking ones,it looks like they got to cherry pick Latin Encounters and All Colombian girls who now are saying bad things about them,there is a running despute going on about a failed business arrangement.Very New,no track record.Great web site,great house,very high prices.
6.Personal meeting.com Walter Mora is primarily known as a guy who will take you anywhere and introduce you to anyone you would like to meet.But he also has a web site and has a selection of women.He is remodling a house right now to house his agency.Flexible might be the word here.What do you want?He recently set up a party for some friends bringing in a number of girls on about 2 hours notice.Different than your typical agency.
7.Others?There are a number of small player agencies and people trying to get things going.Can't tell you much here.Some might give you personal service with a limited selection of girls,but no reports.I think some are just faded wet dreams by now.
8.Other options.There are other guys who will introduce you to women,both good girls and pros.There are guys who translate and have cars that will pretty much do whatever you want in helping you.One frequent poster here goes to a bar on Avenida Sexta,pays the doorman to watch for pretty girls walking by and has him tell them a gringo would like to buy them a drink.Some guys try to meet girls on the streets and in malls.Requires guts and good spanish.

I won't call it a consensus,but the most frequent winner of late,All Colombian Girls.Price flexibilty an important factor here.Good staff helps also.
