Most are resellers and pass you on to another agency after taking a commission. Others exist on the internet only and have a minimum knowledge of the city they are sending you too. They may have one person part time that will be your "guide' I don't know who Dione is, so maybe you should ask him where his offices are in the cities you are planning to visit.
I have no knowledge of any in Cartagena except A Foreign Affair. Some guys place ads in the paper and the girls send photos and profiles. The super matchmaker usually has not met the girls he advertises. I have sent emails to some of these sites asking about their offices in Cartagena and have never received a response. Often there are agencies that use an agency in another country use the photos from there and list contacts in other cities where they actually have no presence . I would be particulary cautious with a site that insinuates they can get a visa for a Colombian. I am not saying that this is the same guy, but there was a guy that had one girl in Cartagena ( she interviewed for a job with me) He would send several guys down place them in a rented apartment and arrange for several "not so nice" girls to have parties at the apartment. The police contacted her and closed her down.I would recommend AFA in Cartagena and no one else. Remember this is the internet.jimc
