I met Vilma in Gaisanos at Ayala Mall In Cebu.
I went to the mall that day with the intention
of finding a dinner companion.
Vilma was working in the cosmetics dept., and I stopped
to ask her where I could find  the slippers (flip-flops).
She was very friendly and smiled a lot.  I started asking
questions about her and her family, and we ended up talking
for a long time.   I asked for her phone number, and
we ended up going out the next night.

Outwest, you are worrying about this too much.
The Philippines is 100% different from America.  Meeting women is like shooting   fish  in a barrel.   It is very easy.
Just make sure that you are the one to make the first move, only the "bad girls" will approach you first.
Stay away from the girls with tattoos- the mark of a prostitute.  Make sure to visit her at her job- her claiming to be on "standby" is not a good sign.
Meeting filipinas is the extremely easy part.  The difficult
part is making sure that you choose the right one......

Have you asked people on this board for introductions?
Introductions are very important in the PI, and may be the easiest was for you to connect if you are shy.
While I was in Cebu I met several men from here and other boards.  I would take them to meet Vilma's friends at the malls, and they literally had their choice of 20+ women.
No "love connections" were made, but it did show the men how welcome the filipinas are to meeting new people.
If you don't mind paying for the call I would be happy to share with you my experiences.
