I have emailed quite a bit back and forth with the American Embassy in Bogota, so I have boned up on the process qute a bit, but any advice would be welcome.

If you've done that, then you're good to go.  We were in there as soon as it opened at 8:30 and it was painless.  We picked up the FS-240 after lunch and had the passport delivered in 2 weeks.  Congrats, whew 9 lbs....
