They do require a SSN, however. You can get a SSN without a work authorization. It is not valid for employment but it will make the DMV happy. The procedure is this. Go to the DMV and take the test. They will give you a form to take to Social Security office stating that you need a SSN for DMV purposes. You will also need to bring identification and proof that you are in the country legally. The will take the application and in two weeks you will get a card in the mail. Take that back to the DMV and they will issue a valid drivers license. Good luck.
