Has anyone ever called a cell phone in Colombia from the United States?  My novia in Bogota gave me a number with the prefix "310".  So instead of dialing 011-571-xxx-xxxx as I would to a normal phone in Colombia, she said I should dial 011-310-xxx-xxxx where xxx-xxxx is the local 7 digit number.  However, when I try this it doesn't work and I get a recorded message in English that "you don't need zero for an International call".

Try 011 57 310 + the number.
