There's a tread below where I made a few comments about Brazil Girls website. As far as learning Portuguese, it's good that you're doing that. If you get a small dictionary that you can carry around, it will be helpful when you go, since you can carry it in a pocket. It's a beautiful country, and the dollar is strong right now, so you have those things in your favor, if you correspond with someone you develop enough of an interest in to meet.
One thing I noticed is that your email address, in your profile, seems like a "real" address vs hotmail or yahoo. I'd suggest you take that out right away, if that's the case. There have been problems with people's information being used for malicious purposes. One person had a trip report posted with photos and the photos were used to make a sex tour website. I also know that one poster had their email address falsely put into a bunch of racial hatred emails that went out. Anyway, just protect yourself up front, against these kinds of people, you don't need the grief.
From what Beuller posted below, it sounds like you can get a list of addresses out of LatinEuro(Brazil Girls, it's the same website) by region, but at first you might want to just narrow it down and write to the women that interest you.
One of the other things I noticed from your profile is that you are 55. If it were me, I'd probably interested in women that either had children already or did not want to have children. If that's the case, you might want to put that information in your introductory letter, it might reduce your response rate, but that's good, because later you will end up with prospects that are better suited to you. Even though you are writing people with very little information initially, I think it helps to try to state why you are writing to them. Along those lines, it's easy to get overwhelmed with the eye candy, so just try to keep in mind, you can find the total package and you don't need to settle for knockout looks alone.
Also, I would guess from start to finish it's around a two year timeline, maybe longer. It wouldn't be unreasonable for your expenses (multiple trips, phone bills, paperwork expenses) to exceed $10k.
