AT&T'S 10-10-345 Dial Around

AT&T is offering a promotion through the end of November with their 10-10-345 dial around service most commonly known as Lucky Dog.  It's 19 cents a minute to Colombia with a 15 cent connection fee.  The charges will show up on your local carrier's bill.  

There are cheaper ways to call Colombia but I've found that the line quality is generally lacking.  With this promotion you get AT&T quality lines at a pretty good rate of under $12 per hour.
