Cali is only a few degrees north of the equater.  It's days and nights are about 12 hours long and this changes little during the year.  There aren't seasons in the sense that you and I may be accustomed to although there are times in the year that seem to rain more.

For me it always hot during the day, you pick the month it doesn't really matter.  The temperature changes very little throughout the year and between 75 and 80 degrees seems typical.  The humidity in Cali is much greater than I'm used to here in California and so the 80 degrees feels hotter to me.  The humidity seems to bother the locals less than me and I prefer Cali when the sun is out as the humidity decreases.  The locals are different though and it's when the sun is out that they complain most vocally about the heat.  Calenas are very sensitive to slight changes in temperature.  A few degrees less and its common to hear my amigas complain how cold it is.

As far as December is concerned, I remember it being much more sunny than say April-June but the temperature was more or less the same.

Chris,
The weather in Cali December and January is beautifull, just about perfect to me.The daily highs are probaly 75-85 degrees F.It is a little humid and this is enough to cause a sweat(especially after a hot bowl of mamita's soup). It cools down a lttle at night, probably to 65-70 degrees. It does rain a little, maybe every 2-3 days for a short while, although it rained really hard last December for a couple of hours during the night, enough to partially flood my in laws house(they have a couple of open shylight/breezeways).
If you are staying at a place with a pool the weather is perfect.Even though they are only 4 degrees north of the equator it gets much hotter in the summer months I am told.
I have been there December-February and the weather seemed about the same.
Its a great time to go,I like the tropics when its winter in the US,a little bit of summer in our winter months.
One drawback I am told, the women may not be as availiable Dec.15-Jan 15 because of time spent with their families and on vacation. This probably is a bigger issue in Bogota. In Cali they don't need to leave for good weather. If you go to a place like Cartagena you may meet some vacationers.
