Whether you want to start a relationship or not at your age is up to you.

But may I suggest that you start with a Japanese pen Pal or 2 first. If You have access to AOL look on their international channel and click on the penpal section and look under asia. Otherwise try Tokyofriends.com  a free not profit international friendhip agency.  Most of the girls on both sources I mentioned are looking for penpals and they are japanese, many of them are close to your age. Post your inquirey stating that you are just looking for a female japanese friend to talk with instead of that you are looking for a  girlfriend and you will get a better response rate.  Start off slow and take it from there, Relationships take a little while to build so take it easy.
