David,
When you wife goes through immigration at the airport when she enters the US they start the paperwork for her green card.My wife got hers in the mail in 6-8 weeks.
You can go to the Social Security office and order a social security card. They will want to see the visa in her passport she got at the Embassy in Bogota. You get the SS card in 2 weeks or so.In our case the Embassy wrote over a number on my wifes visa and SS wouldn't give us a SS card untill she got her green card.
With a SS card she can work and get a drivers licence. In California the name on the drivers licence must match exactly the name on the SS card.

It's been so long since my wife applied for her SSN and driver's license that I can't remember the details.  I'd suggest calling your local SS office and the DMV.  I do remember having some problems with somebody at the SS office with a guy who didn't know the rules.  We were told what was required at the INS office and went to the SS office right afterwards with the papers.  We had to have the guy in the SS office call the INS to confirm before he would accept the required papers.  My wife came in on a finacee visa and was given her work permit before I even saw her at the airport point of entry.

I went the Fiance Visa route so I can't help you on #1, but I think you can apply for that at point of entry...the form is on my post below.

As for #'s 2 & 3, I am in the same boat so I will be calling the respective offices in my town on Monday, I suggest you do the same.  However, I think you get the SS card first as you need that for the DL.

Later,
Mike
