I lived there for 3 years. I would recommend renting rather than buying. And yes the utilities are much higher than here. Also, I was never robbed while I have lived there or visited Colombia. But it can happen.  

Sometimes obtaing a lease for an apartment can be difficult for an American, you may need a co-sighner.  One last thing, apartments and homes come with nothing. No Fridge, no stove, nothing. Good luck David
