On first reaction, border towns are best known for TSM activities and selling overpriced cheap faux culture to tourists. However, on further reflection the maquiladoras have been the primary economic engine in TJ and such places for the past 15 to 20 years, and they have brought women from all over Mexico. Many are ill-educated, but presumably you get a few accountants, etc. In the tourist zones in TJ an American who walks south across the border is more likely to meet fellow estadounidense than descent mexicanas, thus there is some logical basis for an agency in TJ. Unfortunately, it was enough of a hassle dealing with them that I came to the conclusion that my first reaction was correct with respect to this agency.
