Direct Consular Filing. If so - that has been for some time, and remains, the fastest way to get your fiance/wife to the US on a legal visa.

No I did not skip the INS. We went together to apply in Warsaw American consulate. She had her medical exams and X-rays in Kiev. She had her finger printing in Kiev and final interview in Warsaw and she was granted immediate immigrant visa. It takes long time if the sponsoring spouse is a green card holder. I am US citizen, which means there she does not fall under any visa quota; the only time is for processing.

Please note that this is in 1997. I presume things have changed now especially after 911.
