The knit pick, mountain out of mole-hill debate about visa procedure in the days below lost me completely and I've sucessfully performed this procedure!
Like Ken C wrote.."we (hopefully) only do this once."
We call the SC and find out the petition is approved. SO WHAT?
Until that physical notice is received, there is nothing to fax to the consulate with a request to open the provisional file.
Cabling the petition...I didn't here, and here we are.
This procedure is spelled out quite well in the  corresponding Moscow/Warsaw visa-guides...follow these and all will be good.

I couldn't agree with you more, Karl.  In dealing with government agencies following their procedures is the best policy, and if you do that, you should be o.k.  The Warsaw embassy website is quite good and has all the information you need and the other site literally walks you through the building for the interview.  Of course, there are those wannabe experts who want to change those procedures by, for example, telephoning the embassy at every step in the process instead of e-mailing them.  Not only are telephone calls expressly discouraged because they will delay the overall processing of visas, but I doubt the embassy keeps a record of every phone call.  On the other hand, with an e-mail you have the embassy's written confirmation as to where you are as well as a record of their answers to your questions if there are any problems.  In my case, for example, my wife did not receive the interview letter although I had the e-mail confirmation of the interview date that worked perfectly.

It was a very simple issue really. The issue was 'What is the timeline once initial NOA is received and how do I get things moving?'

sfcolorado told that he just received notification that his petition was approved by Nebraska. He asked (in a reply to a post from Oscar) what the 'next steps' were to process the petition - and he also asked for the Warsaw Embassy telephone number.

Oscar didn't bother answering his questions directly - instead insisting that it depends on what information had already been sent.

Wishing to provide an answer to sfcolorado (that Oscar failed/refused to do) - and knowing that it makes little difference to the interview timeline (unlike what Oscar claimed), I replied with the steps and contact information.

As expected, Oscar felt this an affront to his manhood and began a campaign to obfuscate the real issue.

In the final analysis, Oscar was wrong and his "instructing" (as HE called it) was misleading. sfcolorado now knows what to do and how to do it. So all is well - excepting, of course, Oscar's hurt feelings.

I was going to go back to Odessa and go with Svetlana to Warsaw when our petition was approved. The interview was scheduled so quickly that I didn't have time for visa applications etc.
If there ever was a stupidass   around here, it is I.
For Ukraine visas are also good for 6 months!
Now guys, help preserve this thread (hard work typing with a broken arm). Don't get it deleted (for I feel it will help our readers).
