The format for dialing her number - if calling from the US is - 011 - 380 (Ukraine country code) - 50 (drop the leading zero) - and then her number (probably 7 digits). SO it looks like: 011-380-50-xxx-yyyy.

As for the questions of "best rates to Kharkiv" - the international long distance rates are changing at a feverish pace so it is difficult to know which is cheapest at any point in time. I've chosen to use AT&T's international service for 2 reasons (neither of them are cost) - (a) their quality of connections has been far better than every other service I've tried - and I've probably tried 20 or so - and (b) I receive frequent flier miles on Delta for use of this service. I think I pay about $.29 per minute.
