It's been a while since we have flown, and we are wondering if there are any restrictions we should know about beforehand?  For instance, my wife wants to take a lighter to Ukraine that she bought for her dad, but is this something permissible now?  Also, we have an 11 month old child and I am curious as to what we can carry with us onto the plane.

You should be able to find this info on the website of whatever airline your using.  For example I was reading this same info on www.delta.com for Delta Airlines on how much luggage I can take including the size and weight.

I've heard that Aeroflot may have different requirements as what can be carried onboard.  No info on this from their site.

Jeff,
In my experience it truly depends upon the airport, the airline and even those doing the checking.
However small knives, scissors, nail files and other such pointed/sharp objects may be sanctioned.
As for the lighter, I'd pack it in one of the 'check-in' bags.
